Mr GROOM (Darling Downs) (Minister of Home Affairs) . - I do not think that the (amendment can be accepted, because it would not fairly apply in the case of the smaller States. I am prepared to accept an amendment that the number of divisions be one-fourth. That would be more applicable to the smaller States. As a matter of fact, the following paragraph c is intended specially to meet the case of the larger States, and to overcome the difficulty referred to.
