Mr JOSEPH COOK (PARRAMATTA, NEW SOUTH WALES) - I wish to protest against the Government proceeding, any further to-night. Honorable members upon this side of the Chamber have gone home in the full belief that the House would rise after the Bill had been read a second time.

Mr Crouch - I rise to a point of order. The remarks of the honorable member would be applicable only to a motion to report progress, which he would not be permitted to discuss. His observations have no relation to the clause now before the Chair.
