WEDNESDAY, 2ND OCTOBER, 1901.
1. The House met pursuant to adjournment.-Mr. Speaker took the Chair, and read Prayers.
2. POSTPONEMENT OF ORDER OF TIE DAY.-Ordered, That the consideration of Order of the Day, Govern-ment Business, No. 1, be postponed until after the consideration of Order of the Day No. 2. 3. PROPERTY ACQUISITION BILL.-The Order of the Day for the resumption of the debate on the question, That the Bill be now read a second time, having been read-
Debate resumed. Question-put ana resolved in the affirmative.-Bill read a second time. Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. M r. Speaker resumed the Chair; Mr. Chanter reported that the Committee had made progress in
the Bill, and that he was directed to ask, That the Committee may have leave to sit again. Resolved-That the House will, this day, again resolve itself into the said Committee. 4. POSTPONEMENT OF ORDER OF THE DAY. - Ordered, That the consideration of Order of the Day, Government Business, No. 1, be further postponed until after the consideration of Orders of the
Day Nos. 3 and 2.
5. PACIFIC ISLAND LABOURERS BILL.-The Order of the Day for the second reading of this Bill having been read-Mr. Barton moved, That the Bill be now read a second time. Mr. Joseph Cook moved, That the debate be now adjourned. Question-That the debate be now adjourned-put and resolved in the affirmative. Ordered-That the resumption of the debate be made an Order of the Day for Tuesday next. 6. MESSAGE FROM THE SENATE-SERVICE AND EXECUTION OF PROCESS BILL.-Mr. Speaker announced
the receipt of the following Message from the Senate:-MR. SPEAKER, Message No. 18.
The Senate has agreed to the amendments made by the House of Representatives in the Bill intituled "An Act to provide for the Service and Execution throughout the Commonwealth of the Civil and Criminal Process and the Judgments of the Courts of the States and of other parts of the Commonwealth, and for other purposes connected therewith," with the exception of amendments -Nos. 5, 14, 35, 38, and 39, as set forth in the annexed Schedule, and for the Reasons indicated in
the said Schedule. The Senate returns the Bill herewith, and desires its reconsideration.

7. PROPERTY ACQUISITION BILL.-The .Order of the Day for the further consideration of this Bill in Committee of the whole House having been read-Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had made progress in
the Bill, and that he was directed to ask, That the Committee may have leave to sit again. Resolved-That the House will, to-morrow, again resolve itself into the said Committee.

8. MESSAGE FROM THE SENATE--DISTILLATION BILL.-iMr. Speaker announced the receipt of the following Message from the Senate:-Mr. SPEAKER, Message No. 19.
The Senate has agreed to the Bill intituled " An Act relating to Distillation," with the amendments indicated by the annexed Schedule, to which it desires the concurrence of the House of Representatives. R. C. BAKER,

9. MESSAGE FROM THE SENATE-EXCISE ON BEER BILL.-Mr. Speaker announced the receipt of the following Message from the Senate:-MR. SPEAKER, Message No. 20.
The Senate has agreed to the Bill intituled "An Act relating to Excise on Beer," with the ⢠amendments indicated by the annexed Schedule, to which it desires the concurrence of the House of Representatives. R. C. BAKER,

10. POSTPONEMENT OF ORDERS OF THE DAY.-Ordered, Th'at Orders of the Day, Government Business, No. 1, and Nos. 4 to 12 inclusive, be made Orders of the Day for to-morrow.
11. CosT OF PAPERS TO BE STATED.-Mr. Mahon moved, pursuant to amended notice, That, in the opinion of this House, every Paper, Petition, Return, or other document, except Bills, presented to Parliament and ordered to be printed' should, when printed, bear on the face thereof a statement showing-(a) Cost of preparation; (b) Number of copies printed; and (c) Approximate cost of printing and publishing the same. Question-put and resolved in the affirmative.
12. AUSTRALIAN MAIL AND PASSENGER TRAFFIC STATISTICS.-Mr. V. L. Solomon moved, pursuant to notice, That there be laid before this House a Return showing-1. The mail and passenger traffic between Australia and Great Britain and to and from the intermediate countries; showing separately the amount of subsidy paid per annum
during the three years ended 31st December, 1900, by the States in the Commonwealth for the carriage of mails and parcels post as follows :
(a) To and from Great Britain, vid Western Australia and Suez. (b) To and from Great Britain, vid Queensland ports, Torres Straits and Suez.
(c) To and from Great Britain, vid San Francisco. (d) To and from Great Britain, rid San Francisco and Columbia and the Canadian Pacific Railway. (e) To and from the Continent of Europe by all routes.
(f) To and from places east of Suez and the far East, rid Western Australia and Ceylon. (g) To and from places in the far East, rid Queensland and Torres Straits. (h) To and from Singapore and the East, rid Fremantle and North-west Australian
ports.
2. Where contracts are in existence for the carriage of mails and paircels post made conjointly by the Imperial authorities in respect of the routes set forth above, the amount paid per annum during the period named by the Imperial authorities as their moiety of the respective contracts as follows :-
(a) Name of company or service. (b) Date of contract. (c) Period of contract. (d) Subsidy in full for yearly or such other periodical service. (e) The amount paid by the different Commonwealth States in respect of such
contract.
(.f) The amount paid by the Imperial authorities in respect of such contract. (g) The amount (if any) paid any foreign or Indian Post-office in respect of such contract. (h) The time allowed by such contract to carry the mails between the terminal
ports named therein. (i) The rate of speed per hour or day fixed by such contract for the steamers employed thereunder.

3. Separately, the annual immigration into and emigration from each State in the Common-wealth during the three years ended 31st December, 1900, as follows:-(a) The number of males and females from and to Great Britain, vid Suez. (b) The number of males and females from and to Great Britain, vid Cape of
Good Hope.
(c) The number of males and females from and to Great Britain, vid America. (d) The number of males and females from and to ports in Europe other than Great Britain, vid Suez.
(e) The number of males and females from and to ports in Europe, vid America. (f) The number of males and females from and to Singapore and the Straits Settlements, vid Ceylon. '(g) The number of males and females from and to Indian ports, rid Ceylon.
(h) The number of males and females from and to ports in the far East, vid Queens land and Torres Straits. (i) The number of males and females from and to ports in the far Ease rid Fremantle and North-west Australia.
In those Staces where no passenger boats ply direct with the countries named in the above list, and persons join or leave the steamer in another State where in all likelihood such traffic is connected in the records of arrivals and departures at the principal port the steamer touched at, such State having no direct passenger traffic is not required to furnish information.
' (NOTE.-Not to include Ceylon passengers unless transfers from and to Indian ports.)
Mr. Barton moved, That the debate be now adjourned. Question-put and resolved in the affirmative. Ordered-That the resumption of the debate be made an Order of the Day for to-morrow.
13. ADJOURNMENT.-Mr. Barton moved, That the House do now adjourn. Debate ensued. Question-put-and resolved in the affirmative.
And then the House, at forty-five minutes past ten o'clock p.m., adjourned until to-morrow at half-past two o'clock p.m.
