VOTES AND PROCEEDINGS

HOUSE OF REPRESENTATIVES.
FRIDAY, 27TH SEPTEMBER, 1901.
1. The House met pursuant to adjournment.-Mr. Speaker took the Chair, and read Prayers.
2. AGREEMENT WITH ADELAIDE STEAM-SHIP COMPANY FOR WESTERN AUSTRALIAN MAIL SERVICES.-Mr. Kirwan (for Mr. Mahon) moved, pursuant to notice, That there be laid before this House a copy of all the correspondence relating to the agreement made in February last by the Western Australian authorities with the Adelaide Steam-ship Company for the conveyance of mails, or the maintenance of a mail service, to certain north-western and south-eastern ports of Western Australia. Question-put and resolved in the affirmative.
3. IMMIGRATION RESTRICTION BILL.-The Order of the Day for the further consideration of this Bill in Committee of the whole House having been read-Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had made progress in
the Bill, and that he was directed to ask, That the Committee may have leave to sit again. Resolved-That the House will, on Tuesday next, again resolve itself into the said Committee.
4. MESSAGE FROM THE SENATE.-CUSTOMS BILL.-Mr. Speaker announced the receipt of the following Message from the Senate:-MR. SPEAKER, Message No. 17.
The Senate has agreed to the amendments made by the House of Representatives to certain, amendments made by the Senate in the Customs Bill, and does not insist on its amendments Nos. 46, 49, 67, 69, and 110, to which the House of Representatives has disagreed.
The Senate insists on its amendment No. 101, set forth in the Schedule herewith, to which the House of Representatives has disagreed. The Senate does not insist on its amendment No. 113, to which the House of Representatives has disagreed, except as regards the words set forth in the Schedule herewith.
The Senate returns the Bill herewith, and desires its reconsideration.

Schedule of the Amendment of the Senate, to which the House of Representatives has Disagreed, upon which the Senate insists.
Amendment No. 101.-Page 33, clause 220, line 5, after "or" (second occurring) insert "wilfully."
Schedule of the -Amendment of the Senate, to which the House of Representatives has Disagreed, on which the Senate partly insists. No. 113.-Page 37, clause 245, omit sub-clause (2), viz :-"(2) In every Customs prosecution except for an indictable offence or for an offence
directly punishable by imprisonment the defendant shall be compellable to give evidence, and if called as a witness for the prosecution shall be liable to cross-examination as a witness adverse to the prosecution." Schedule of so much of the said Amendment as the Senate insists on-viz., to omit from sub-clause (2) " and if called as a witness for the prosecution shall be liable to cross-examination as a witness adverse to the prosecution." Ordered-That the foregoing Message be taken into consideration forthwith in Committee of the whole House. Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had considered the Senate's Message, No. 17, and had now agreed to amendment No. 101, and also to the portion' of No. 113 insisted on by the Senate. On the motion of Mr. Kingston the House adopted the Report. 5. ADJOURNMENT.-Mr. Barton moved, That the House do now adjourn. Question-put and resolved in the affirmative. And then the House, at four minutes to four o'clock p.m., adjourned until Tuesday next at half-past two o'clock p.m.
