THURSDAY, 19TH SEPTEMBER, 1901.
1. The House met pursuant to adjournment.-Mr. Speaker took the Chair, and read Prayers.
2. PETITION.-Mr. Glynn presented a Petition from certain electors of the Commonwealth, praying that the House will sanction a federal project for the improvement of the navigability and conservation of the waters of the Rivers Murray and Darling, together constituting channels for Inter-State commerce. Petition reoeived.
3. ASSASSINATION OF MR. MCKINLEY, PRESIDENT OF THE UNITED STATES OF AMERICA.-Mr. Speaker informed the House that he had received the following telegram from the Private Secretary to His Excellency the Governor-General:-Brisbane, 18th September, 1901. Telegram to the Honorable F. W. Holder, Speaker, House of Representatives, Parliament House.
Resolution of House of Representatives forwarded by Governor-General this day to Secretary of State.

4. MESSAGE FROM His EXCELLENCY THE GOVERNOR-GENERAL.-ASSENT TO BILL.-The following Message from His Excellency the Governor-General was presented by Mr. Barton, and the same was read by Mr. Speaker:-HOPETOUN,
Governor-General. Message No. 16.
A Bill intituled "An Act to provide for the recognition throughout the Commonwealth of the Laws, the Public Acts and Records, and the Judicial Proceedings of the States," as finally passed by the Senate and the House of Representatives of the Commonwealth, having been presented to the Governor-General for the Royal Assent, His Excellency has, in the name of His Majesty, assented to the said Act.

5. PAPERS.-Mr. Barton presented, by command of His Excellency the Governor-General-Memorandum by the Colonial Defence Committee on the Defence Forces and Defences of Australia. Ordered to lie on the Table, and to be printed. The following Paper was laid upon the Table by the Clerk:-
Sergeant Instructors in Queensland Defence Force.-Return to an Order of the House dated 30th August, 1901. Ordered to lie on the Table.
6. SUPPLY.-The Order of the Day for going into the Committee of Supply, pursuant to the provisions of Standing Order No. 241, having been read-Question-That Mr. Speaker do now leave the Chair-put and negatived. Resolved-That the House will, to-morrow, resolve itself into the said Committee.
7. SERVICE AND EXECUTION OF PROCESS BILL.-The Order of the Day for the third reading of this Bill having been read-Bill, on the motion of Mr. Deakin, read a third time.
8. DISTILLATION BILL.-The Order of the Day for the consideration of the Reports from the Committee of the whole House on this Bill having been read-Mr. McColl moved, That the Bill be now recommitted to a Committee of the whole House for the reconsideration of clauses 14 and 58. Question-put and resolved in the affirmative. Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had reconsidered the
portions of the Bill referred to it, and had agreed to the same with a further amendment. On the motion of Mr. Kingston, the House ordered that the Standing Orders be suspended so as to allow the Bill to be passed through its remaining stages this day. Mr. Kingston moved, That the Reports from the Committee of the whole House on the Bill be
now adopted. Question-put and resolved in the affirmative. Bill, on the motion of Mr. Kingston, read a third time.
9. CUSTOMS BILL.-SENATE'S AMENDMENTS.-The Order of the Day for the consideration in Committee of the whole House of the amendments made by the Senate in this Bill having been read-Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had considered the
amendments made by the Senate, and had agreed to certain resolutions. Ordered-That the consideration of the Report be made an Order of the Day for to-morrow.
10. POSTPONEMENT OF ORDERS OF THE DAY.-Ordered, That Orders of the Day, Government Business Nos. 5, 6, and 7 be made Orders of the Day for to-morrow.
11. EXCISE BILL.-The Order of the Day for the consideration in Committee of the whole House of His Excellency the Governor-General's Message No. 15 having been read-Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had come to the following
resolution, which was read. Resolved-That it is expedient that an appropriation of Revenue be made for the purposes of a Bill relating to Excise. And the said resolution was adopted by the House.
12. EXCISE BILL.-The Order of the Day for the resumption of the debate on the question, That this Bill be now read a second time, having been read-Question-put and resolved in the affirmative-Bill read a second time. Mr. Speaker left the Chair, and the House resolved itself into a Committee of the Whole. Mr. Speaker resumed the Chair; Mr. Chanter reported that the Committee had made progress in
the Bill, and that he was directed to ask, That the Committee may have leave to sit again. Resolved-That the House will, to-morrow, again resolve itself into the said Committee.
13. -ADJOURNMENT.-Mr. Barton moved, That the House do now adjourn. Question-put and resolved in the affirmative.
And then the House, at one minute past ten o'clock p.m., adjourned until to-morrow at ten o'clock a.m.
