HOUSE OF REPRESENTATIVES.
FRIDAY, 16TH AUGUST, 1901.
1. The House met pursuant to adjournment.-Mr. Speaker took the Chair, and read Prayers.
2. PETITIONS.-Petitions, praying that the House will pass clauses 54 and 55 of the Post and Telegraph Bill, which will withhold postal facilities for promoting lotteries, fortune-telling, and other unlawful pursuits, were presented-By Mr. McCay-
From certain residents of Daylesford and elsewhere. From certain residents of Franklinford, Dry Diggings, and Yandoit. By Mr. Salmon-From certain residents of Talbot, Majorca, and Amherst districts.
From certain residents of Avoca. Petitions severally received:
3. PAPER.-Mr. Barton presented-Newspaper Carriage and Revenue therefrom.--Return giving certain information in regard to. Ordered to lie on the Table, and to be printed.
4. INTER-STATE SHIPPING TRADE AND SUBSIDIZED FOREIGN COMPANIES.-Mr. O'Malley moved, pursuant to notice, That, in the interest of Inter-State navigation, it is desirable that the Government prohibit subsidized foreign steam-ship companies, manned by either coloured or white labour, from carrying passengers or goods between Commonwealth Ports, and that Inter-State navigation traffic should be regulated. Debate ensued. Motion, by leave, withdrawn.
5. AUSTRALIANS WHO SERVED IN THE WAR IN SOUTH AFRICA.-Mr. Piesse moved, pursuant to notice, That, having regard to .the patriotic services rendered by citizens of the several States of Australia in undertaking the burthens and risks of actual warfare in South Africa, it is expedient that a Return be prepared and laid before this House, showing in detail:-
1. Particulars of name, residence, and calling when enrolled for service of all so enrolled. 2. The present position of each of the surviving members of the several Contingents, showing especially whether the returned soldier is at a disadvantage in obtaining similar occupation to'that formerly held.
3. Particulars of men partially or wholly disabled, and specification in each case of any allowance, compensation, or pension allotted. 4. In the case of deceased soldiers leaving dependents, what provision (either by way of life assurance or otherwise) has been made for such dependents. Debate ensued. Mr. Barton moved, as an amendment, That the words " that the Governments of the several States
be approached in order " be inserted after the word "expedient" in line 3. Question-put and resolved in the affirmative. And then the motion, as so amended, was agreed to.

6. PAPER.-Mr. Barton presented, by command of His Excellency the Governor-General-Naval Defence for the Commonwealth of Australia.-Copy of a letter from His Excellency Rear Admiral Beaumont in reply to a request to assist in instituting a system of Naval Defence for the Commonwealth of Australia. Ordered to lie on the Table, and to be printed.
7. ADJOURNMENT.-Mr. Barton moved, That the House do now adjourn. Debate ensued. Question-put and resolved in the affirmative.
And then the House, at twenty minutes past three o'clock p.m., adjourned until Tuesday next at half past two o'clock p.m.
