Notice given 4 December 2008

1164  Senator Johnston: To ask the Minister for Climate Change and Water—

(1) Is the department refusing to process applications for accreditation under the Greenhouse Friendly initiative pending proposed changes to regulatory approval in the Carbon Pollution Reduction Scheme (CPRS) White Paper; if so, what is the rationale for this position.

 

 (2) Is the Minister aware that some companies have spent hundreds of thousands of dollars complying with the department’s onerous requirements including independent auditing and third party reviews in order to achieve accreditation under the existing scheme.

(3) Does the Minister believe that notwithstanding any new regulatory scheme that may be adopted under the new CPRS that companies that have already completed their accreditation application under the Greenhouse Friendly scheme should be allowed to have their applications determined.

(4) Will the Minister instruct the department to immediately determine any completed applications that they are currently holding under the Greenhouse Friendly initiative; if not, why not.

(5) Will companies that already have Greenhouse Friendly accreditation be given preferential treatment when it comes to accreditation under the new CPRS; if so, will this treatment also apply to companies that have completed and lodged their applications for Greenhouse Friendly accreditation prior to the commencement of the CPRS.

1165  Senator Bushby: To ask the Minister representing the Treasurer—

(1) In regard to the Reserve Bank Amendment (Enhanced Independence) Bill 2008 (the bill) which was introduced in the House of Representatives on 20 March 2008 and passed in the Senate with amendments on 23 June 2008: (a) Why has the Government not debated these amendments in the House of Representatives; and (b) when will the Senate’s amendments to the bill be considered.

(2) Does the Government plan to continue debate on the bill or is it to be withdrawn.

(3) (a) What is the process for removing the Governor or Deputy Governor of the Reserve Bank of Australia for misbehaviour under the Reserve Bank Act 1959 (the Act); and (b) what are the differences in comparison to the process outlined in the Senate’s amendments to the bill.

(4) Is it possible that under the Act, a Governor who is ‘not of good behaviour’, for example one involved in embezzlement, could remain in office as Governor for more than a year even with a conviction for embezzlement recorded against him or her.

(1) (a) As at 4 December 2008, can an itemised list be provided, by bottle and quantity, of the wine kept at Kirribilli House, including wine maker, vintage, blend; and (b) what is the total value of that wine.

(2) (a) As at 4 December 2008, can an itemised list be provided, by bottle and quantity, of the wine kept at the Lodge, including wine maker, vintage, blend; and (b) what is the total value of that wine.

(3) As at 4 December 2008, can an itemised list be provided, by brand and quantity, of the alcoholic spirits, including make and full description, kept at:

(a) Kirribilli House; and

(b) the Lodge.

 

 (4) Can an itemised list be provided of the wine, including quantities, wine maker, vintage and blend, which has been purchased between 1 December 2007 and 1 December 2008 for use at:

(a) Kirribilli House, including: (i) the total cost for those purchases, and (ii) the dates those purchases were made; and

(b) the Lodge, including: (i) the total cost for those purchases, and (ii) the dates those purchases were made.

(5) Can an itemised list be provided of the alcoholic spirits, including brand and quantity, which has been purchased between 1 December 2007 and 1 December 2008 for use at:

(a) Kirribilli House, including: (i) the total cost for those purchases, and (ii) the dates those purchases were made; and

(b) the Lodge, including: (i) the total cost for those purchases, and (ii) the dates those purchases were made.

(6) What was the total amount expended on truffles, caviar, chocolate and cheese between 1 December 2007 and 2 December 2008 at:

(a) Kirribilli House; and

(b) the Lodge.
