Notice given 20 September 1999

1432  Senator Faulkner: To ask the Minister representing the Prime Minister—With reference to the Hunter Structural Adjustment Package (HSAP), formerly known as the Hunter Advantage Fund:

(1) Which department is, or which departments are, responsible for administering the HSAP.

(2) What processes are followed for application, assessment (including criteria) and approval of projects funded from the HSAP.

(3) (a) How much money has been spent from the HSAP; and (b) what is the current balance.

(4) (a) What projects has the HSAP been spent on; and (b) what was the amount of the grant given in each case.

(5) (a) Who are the current members of the Prime Ministerial Hunter Valley Taskforce; and (b) what is its role in relation to the HSAP.

(6) (a) What proposals have been put forward by or with the support of the Hunter Valley Taskforce; and (b) have any of these proposals been approved for funding from the HSAP.

(7) (a) What was the approval process for the $2.5 million grant for the establishment of the Impulse Airlines call-centre; (b) were any conditions applied to the grant; if so, what were they; (c) has this money been passed on to Impulse Airlines; (d) if this money is used to purchase property, who will be the owner of the property; (e) was the grant part of the HSAP; (f) was the Prime Minister aware of Impulse Airlines’ plans to float their company; if so, when did the Prime Minister become aware of the plan; and (g) was the Hunter Valley Taskforce consulted about the grant.

(8) (a) What was the approval process for the $2 million grant for the basketball centre in Maitland; (b) who will actually receive the money; (c) was the grant given on any conditions; if so, what were they; (d) was the grant part of the HSAP; (e) was the Hunter Valley Taskforce consulted about the grant; (f) who was responsible for letting the tender; (g) how many tenders were received; and (h) did the Prime Minister, or responsible Minister, see the tenders and/or review the tendering process.

(9) (a) What was the approval process for the $1.5 million grant for the establishment of a heavy vehicle centre in Thornton; (b) who will actually receive the money; (c) was this grant given on any conditions; if so, what were they; (d) was the grant part of the HSAP; and (e) was the Hunter Valley Taskforce consulted about the grant.
