LEGISLATION PROCEDURES-SELECT COMMITTEE-RECOMMENDATIONS

Order of the Day read for the adjourned debate on the motions of the Minister for Immigration, Local Government and Ethnic Affairs (Senator Ray)-

(1) Reference of bills to committees

That recommendations 1 (a) to (e) and the proposed order and consequential amendments to sessional orders in Appendix 4 be adopted.

(2) Motions and amendments to refer bills to committees-time limits

That recommendation 2 and the proposed order in Appendix 5 be adopted.

(3) Wednesdays to be reserved for committee meetings

That recommendation 3 and the proposed amendments to sessional orders in Appendix 6 be adopted.

(4) Debate on bills received from House of Representatives

That recommendations 4 (a) and (b) and the proposed order in Appendix 7 be adopted.

(5) Consideration of appropriation bills in committee of the whole

That recommendation 5 and the proposed order in Appendix 8 be adopted.

(6) Powers of estimates committees

That recommendation 6 and the proposed order in Appendix 9 be adopted.

(7) Motions for suspension of standing orders-limitation of debate

That recommendation 7 and the proposed order in Appendix 10 be adopted.

(8) Quorum of the Senate

That the Senate supports in principle recommendation 8, that the quorum of the Senate be reduced from one third to one quarter of Senators.

(9) Operation of orders (1) to (7)

That the orders adopted by resolutions (1) to (7) come into effect on the first day of sitting in 1990 and operate as continuing orders of the Senate, and that the amendments of sessional orders so adopted come into effect on that day as orders modifying the operation of the standing orders.

And on the amendments moved thereto by Senators Watson and Durack, respectively:

After paragraph (11), insert the following paragraph:

"(11a) Where:

(a) the Selection of Bills Committee recommends that a bill be referred to a select committee; or

(b) a Senator indicates that the Senator intends to move to establish a select committee to consider a bill or to refer a bill to an existing select committee,

this order shall have effect as if each reference to a standing committee included reference to a select committee.'.''.

Motion (5), at end of motion, add "", subject to the following amendment of the order:

Paragraph (2), leave out all words after "matters' (first occurring), insert: "which have been raised during the hearings of Estimates Committees or which have arisen since those hearings.'.''.

Question-That Senator Watson's amendment in respect of Motion (1) be agreed to-put and passed.

On the motion of Senator Reid the following amendment was agreed to:

Motion (1), at end of motion, add "", subject to the following amendment of the order:

Leave out subparagraphs (2) (a) and (c), insert the following subparagraphs:

"(a) the Committee consist of the Government Whip and two other Senators nominated by the Leader of the Government, the Opposition Whip and two other Senators nominated by the Leader of the Opposition, and the Whips of any minority groups;

(c) the Chairman of the Committee be the Government Whip, and the Chairman appoint from time to time a Deputy-Chairman to act as Chairman when the Chairman is not present at a meeting;'.''.

After paragraph (12), add the following paragraph:

"(13) A bill introduced by a Senator other than a Minister shall not be referred to a committee under this order unless the Senator has consented, in writing, to the referral of the bill.'.''.
