STANDING ORDERS-STANDING COMMITTEE-4TH REPORT FOR 62ND SESSION

The Senate, according to Order, resolved itself into Committee for the consideration of the 4th Report of the Standing Orders Committee for the 62nd Session.

In the Committee

The Minister for Resources and Energy (Senator Evans) moved-That the proposed Sessional Orders, as contained in Appendix 1 of the Report, be considered in the following order:

Time Limits to Speeches

Notices of Motion

Adjournment of the Senate

Proposals pursuant to Standing Order 64.

Question put and passed.

Time Limits to Speeches:

Senator Evans moved-That the following proposed Sessional Order be agreed to, viz:

That, notwithstanding anything contained in the Standing Orders-

(a) a Senator shall not speak for more than 20 minutes in a debate in the Senate, but in respect of a speech a Senator may move that that time be extended for not more than 10 minutes, and such a motion shall be put and determined without debate;

(b) where a right of reply is allowed in a debate in the Senate, a Senator speaking in reply shall not speak for more than 20 minutes;

(c) in debate on the first reading of a Bill which the Senate may not amend, a Senator shall not speak for more than 10 minutes; and

(d) in Committee of the Whole a Senator shall not speak for more than 10 minutes at a time on a question, but where the speech of a Senator is interrupted by this provision and no other Senator rises to speak, the Senator so interrupted may speak for a further 10 minutes but no longer on a question.

Debate ensued.

On the motion of Senator Peter Baume the following amendment was agreed to:

Paragraph (d), after ""longer'', insert ""continuously''.

Debate continued.

Ordered-That the Chairman of Committees (Senator Hamer) report progress and ask leave to sit again.

The President resumed the Chair; and Senator Hamer reported that the Committee had considered the 4th Report of the Standing Orders Committee for the 62nd Session, made progress, and asked leave to sit again.

Ordered-That the Committee have leave to sit again on the next day of sitting.
