Senator Vigor moved an amendment, viz: At end of motion, add ""with the exception of the Sales Tax (Exemptions and Classifications) Amendment Bill (No. 2) 1986, and that that Bill be referred to the Standing Committee on Finance and Government Operations for report by the fourth day of sitting in 1987''.

Question-That the words proposed to be added be added-put and passed.

Taxation Laws Amendment Bill (No. 4) 1986, Australian Capital Territory Stamp Duty Amendment Bill 1986 and Australian Capital Territory Tax (Transfers of Marketable Securities) Bill 1986 read a second time.

The Senate, according to Order, resolved itself into Committee for the consideration of the Bills.

Senator Vigor, by leave, moved the following amendments to the Taxation Laws Amendment Bill (No. 4) 1986 together, viz:

Page 11, after clause 27, insert the following new clause:

Losses and outgoings

""27a. Section 51 of the Principal Act is amended by adding at the end the following sub-section:

"(5) A deduction is not allowable under sub-section (1) in respect of expenditure for the purpose of the advertising or promotion of-

(a) tobacco, substances containing tobacco, synthetic tobacco or any substance intended or designed for smoking;

(b) cigarettes, cigars or other items intended or designed to be used for smoking; or

(c) smoking pipes or any other accessories, items or devices intended or designed to be used principally for or in association with smoking.'.''.

Page 47, sub-clause 55 (1), proposed new section 14zab, definition of ""required fee'', line 3, leave out ""$200'', insert ""$10''.

Ordered-That the Temporary Chairman of Committees (Senator Bjelke-Petersen) report progress and ask leave to sit again.

The Deputy-President (Senator Hamer) resumed the Chair; and Senator Bjelke-Petersen reported that the Committee had considered the Bills, made progress, and asked leave to sit again.
