STUDENT ASSISTANCE AMENDMENT BILL 1986

Explanatory Memorandum: Senator Ryan tabled an Explanatory Memorandum relating to the Student Assistance Amendment Bill 1986.

Senator Macklin moved an amendment, viz: Page 3, clause 5, after proposed new section 10, insert the following new section:

Age of students to be disregarded

""10a. Where a person is undertaking, or proposes to undertake, a course of study or instruction, or a part of a course of study or instruction, that is a secondary course or a tertiary course, or part of a secondary course or of a tertiary course, for the purposes of section 10, the age of the person shall not be taken into account in determining whether the person is eligible for benefit under Education Assistance.''.

Debate ensued.

Question-That the words proposed to be inserted be inserted-put.

Senator Teague, by leave, moved the following amendments together, viz:

Page 2, clause 5, proposed new section 10, line 41, leave out ""to a person'', insert ""in respect of a person''.

Page 3, clause 5, proposed new section 11, line 13, leave out ""to a person'', insert ""in respect of a person''.

Page 3, clause 5, after proposed new section 11, add the following new section:

""12. Benefit under Education Assistance granted in respect of a person is payable-

(a) in the case of a person who is undertaking, or proposes to undertake, a course of study or instruction, or a part of a course of study or instruction, that is a secondary course, or a part of a secondary course, for the purposes of section 10-to a parent or guardian of the person, or, in circumstances prescribed by the regulations, to a person in accordance with the regulations; and

(b) in the case of a person who is undertaking, or proposes to undertake, a course of study or instruction, or a part of a course of study or instruction, that is a tertiary course, or a part of a tertiary course, for the purposes of section 10-to the person.''.
