WILDLIFE PROTECTION (REGULATION OF EXPORTS AND IMPORTS) AMENDMENT BILL 1986

Order of the Day read for the adjourned debate on the motion of the Minister for Education (Senator Ryan)-That this Bill be now read a second time-And on the amendment moved thereto by Senator Sanders, viz: Leave out all words after ""That'', insert ""this Bill be referred to the Select Committee on Animal Welfare for report by the first day of sitting in 1987, and that the Committee give particular attention to whether-

(a) the Bill would weaken the supervision of animal exports, such as by the delegation of powers by the Australian National Parks and Wildlife Service, resulting in decisions to export being made by persons who are neither qualified nor informed to assess properly whether an export is in the best interests of the animal or human communities;

(b) the removal of the requirement for applications for permits to be gazetted would undermine basic democratic principles by denying the public any meaningful participation in permit decisions;

(c) at a time when our native fauna and flora is under ever-increasing threat, strong legislative steps should be taken to close loopholes in existing laws, rather than creating even greater opportunities for those who wish to over-exploit our native species; and

(d) there ought to be stronger supervision of the export of animals covered by the Convention on Trade in Endangered Species''.
