Order of the Day read for the adjourned debate on the motion of the Minister for Community Services (Senator Grimes)-That this Bill be now read a second time-And on the amendment moved thereto by Senator Peter Baume, viz: At end of motion, add "", but the Senate condemns the Government for-

(a) implementing the amnesty for the clients of the Department of Social Security who have received overpayments as the proposal:

(i) establishes a double standard,

(ii) disadvantages honest clients,

(iii) undermines the work of Departmental field officers,

(iv) sabotages field investigators' morale, and

(v) provides no guarantee that overpayment and fraud will not occur in the future; and

(b) its economic policies such as the capital gains tax and the prohibition on negative gearing which have increased the cost of housing and rent necessitating extending the rent subsidy to the long-term unemployed''.

Debate resumed.
