FEDERAL AIRPORTS CORPORATION BILL 1986

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.

On the motion of the Minister for Community Services (Senator Grimes) the following amendments were, by leave, taken together and agreed to:

Page 2, clause 3, after definition of ""Schedule airport'', insert the following definition:

"" "securities' includes stocks, debentures, debenture stocks, notes, bonds, promissory notes, bills of exchange and similar instruments or documents;''.

Page 3, clause 3, at end of clause, add the following new sub-clause:

""(4) A reference in this Act to dealing with securities includes a reference to-

(a) creating, executing, entering into, drawing, making, accepting, indorsing, issuing, discounting, selling, purchasing or re-selling securities;

(b) creating, selling, purchasing or re-selling rights or options in respect of securities; and

(c) entering into agreements or other arrangements relating to securities.''.

Senator Sanders moved an amendment, viz: Page 4, after paragraph 7 (2) (b), insert the following new paragraphs:

""(ba) ensures that, as far as is practicable, the level of noise at airports is not such as to be detrimental to the communities near airports;

""(bb) ensures that, where land at a Federal airport is to be used for a purpose not directly related to aviation, being land in respect of which a lease, licence or authority has been granted to a person (other than the Commonwealth), the use would, if the land were not in a Federal airport, be allowed by the law of the relevant State or Territory (including laws made by a relevant local government body);

""(bc) ensures that where a building is to be erected on land at a Federal airport for a purpose not directly related to aviation, being land in respect of which a lease, licence or authority has been granted to a person (other than the Commonwealth), the design and construction of the building would, if the land were not in a Federal airport, be allowed by the law of the relevant State or Territory (including laws made by a relevant local government body);

""(bd) ensures that the Corporation and the communities served by Federal airports are good neighbours;''.

Debate ensued.

Senator MacGibbon moved an amendment to Senator Sanders' proposed amendment, viz: Leave out paragraph (ba).

Debate ensued.

And it being 10.30 p.m.: The Temporary Chairman of Committees (Senator Giles), under Sessional Order, put the Question-That she do leave the Chair and report to the Senate.
