Senator Teague, pursuant to notice, moved-That it is the view of the Senate- (a) that decisions of the Commonwealth Parliament concerning financial support for government and non-government schools in recent years have been grossly misrepresented to the public by the opponents of non-government schools; and

(b) that consideration should be given to Commonwealth grants to the States for schools being presented in a new and consistent way by providing for a basic per capita grant in respect of all schoolchildren, whether in government or non-government schools, and by providing for supplementary needs-based grants for schools incorporating the special and supplementary programs of the Schools Commission.
