Ordered-That the Dairy Industry Legislation Amendment Bill 1983 be first considered.

DAIRY INDUSTRY LEGISLATION AMENDMENT BILL 1983- Bill, by leave, taken as a whole.

Senator Macklin moved an amendment, viz: Page 2, clause 4, at end of clause, add the following new section: Review of decisions '' '19AA. (1) An application may be made to the Administrative Appeals Tribunal for a review of conditions approved by the Corporation under sub-section 19 (1).

'(2) Where the Corporation notifies each licensee, under sub-section 19 (2), of the conditions approved under section 19 (1), that notice shall include a statement to the effect that, subject to the Administrative Appeals Tribunal Act 1975, an application may be made to the Administrative Appeals Tribunal for a review of decisions of the Corporation relating to such conditions by or on behalf of any person whose interests are affected by the decisions.

'(3) Any failure to comply with the requirements of sub-section (2) in relation to a decision does not affect the validity of the Corporation's decision.'.''.

Senator Collard, by leave, moved the following amendments together: Page 4, clause 6, proposed sub-section 24A (4), line 4, before ''The Minister'', insert ''Subject to sub-section (8),''.

Page 4, clause 6, at end of clause, add the following new sub-section: '' ' (8) The Minister, with respect to the Australian dairy industry's investment in overseas companies- (a) shall not give a direction to the Corporation under sub-section (4); and

(b) shall, in consultation with the Corporation, the Australian Dairy Industry Conference and the Australian Dairy Farmers Federation, examine all options available for the meeting of losses incurred by means of investments of this kind, with recourse to use of moneys held in export pools being considered only as a last resort.'.''.

Debate ensued.
