The President informed the Senate that Senator Jones had proposed that a matter of public importance be submitted to the Senate for discussion, viz: ''The adverse effects on Commonwealth-State financial programs caused by the political instability and mismanagement of the Queensland Government in total disregard for the people of Queensland''.

And at least 4 Senators having risen in support of the proposed discussion- The President called upon Senator Jones to speak.

Discussion ensued.

Proposed Suspension of Standing Orders: The Leader of the Opposition in the Senate (Senator Chaney) moved-That so much of Standing Order 64 be suspended as would prevent Senator Boswell speaking for a further 3 minutes.

Debate ensued.
