GOVERNOR-GENERAL'S OPENING SPEECH-ADDRESS-IN-REPLY

Order of the Day read for the adjourned debate on the motion of Senator Reynolds -That the following Address-in-Reply be agreed to: To His Excellency the Governor-General MAY IT PLEASE YOUR EXCELLENCY- We, the Senate of the Commonwealth of Australia in Parliament assembled, desire to express our loyalty to our Most Gracious Sovereign, and to thank Your Excellency for the Speech which you have been pleased to address to Parliament.

And on the amendment moved thereto by Senator Peter Rae, viz: That the following words be added to the Address-in-Reply '', but the Senate is of the opinion that - (1) The program outlined in the Governor-General's speech will result in higher unemployment and represents a callous disregard of the needs of the Australian people.

(2) The Governor-General's speech fails to identify a legislative program for the implementation of the policies promised by the Government during the recent election campaign; for instance:

(a) it fails to develop a viable blueprint for economic recovery and development ;

(b) it fails to honour the commitment to reduce taxation;

(c) it fails to develop any programs for better industrial relations;

(d) it fails to develop any policies for the steel industry or manufacturing industry generally;

(e) it fails to honour the commitment to reduce the tax burden on small businesses; and

(f) it fails to provide any specific measures to assist primary producers who are recovering from the drought''.
