APPROPRIATION BILL (NO. 4) 1982-83

-Message from the House of Representatives: The following Message from the House of Representatives was reported: MR PRESIDENT, Message No. 2 The House of Representatives transmits to the Senate a Bill intituled ''A Bill for an Act to appropriate a sum out of the Consolidated Revenue Fund, additional to the sum appropriated by the 'Appropriation Act (No. 2) 1982-83', for certain expenditure in respect of the year ending on 30 June 1983'', in which it desires the concurrence of the Senate.

House of Representatives, H. A. JENKINS, Canberra, 21 April 1983 Speaker Ordered-That the Bill may be taken through all its stages without delay.

On the motion of the Minister for Resources and Energy (Senator Walsh) the Bill was read a first time.

Senator Walsh moved-That this Bill be now read a second time.

Debate ensued.

Senator Dame Margaret Guilfoyle moved an amendment, viz: At end of motion, add ' ', but the Senate, whilst supporting the passage of this Bill, condemns the failure of the Government to provide an adequate and timely opportunity for the Senate to debate national issues related to the National Economic Summit Conference held in Canberra last week''.

Debate continued.

Question-That the words proposed to be added be added-put and negatived.

Senator Haines moved an amendment, viz: At end of motion, add '', but the Senate is of the opinion that the Votes contained in the Schedule to this Bill should be referred to the appropriate Estimates Committees for examination and report at the same time as the Additional Estimates for the year 1982-83 are referred to those Committees''.

Question-That the words proposed to be added be added-put and passed.

Main Question, as amended-put and passed.

The Senate, according to Order, resolved itself into Committee for the consideration of the Bill.
