ADMINISTRATIVE DECISIONS (JUDICIAL REVIEW) AMENDMENT BILL 1982

Order of the Day read for the adjourned debate on the Question-That these Bills be now read a second time.

Senator Grimes moved an amendment, viz: At end of motion, add '', but the Senate is of the opinion that the tax proposed by the Bills is inequitable, discriminatory, inflationary and counter-productive because- (a) it is proportionately greater on small bank debits and will therefore bear more heavily on less affluent persons;

(b) it discriminates unfairly between financial institutions by bearing more heavily on customers of some non-bank financial institutions than those of savings or trading banks;

(c) it will add to costs of all businesses and will thereby add to inflation; and

(d) it will promote the cash economy and the consequent spread of tax evasion by discouraging the use of cheques''.

Debate ensued.

Question-That the words proposed to be added be added-put.

Senator Siddons, by leave, moved the following amendments together: Page 2, clause 3, sub-clause (1), after definition of ''Board of Review'', insert the following new definition: '' 'building society' means a society incorporated under a law of a State or Territory which has the objects of assisting its members to acquire or erect homes and to acquire freehold or leasehold property and of making loans to its members upon the security of freehold or leasehold property;''.

Page 3, clause 3, sub-clause (1), definition of ''excluded debit'', paragraph (a ), after sub-paragraph (v), insert the following new sub-paragraph: ''(va) a building society;''.

Debate ensued.

Question-That the amendments be agreed to-put and negatived.

Senator Harradine, by leave, moved the following amendments together: Page 2, clause 3, sub-clause (1), after definition of ''company'', insert the following new definition: '' 'credit union' means a society incorporated under a law of a State or Territory which has the objects of the raising of a fund by subscriptions or deposits of its members and the making of loans from that fund to its members;''.

Page 3, clause 3, sub-clause (1), definition of ''excluded debit'', paragraph (a ), after sub-paragraph (vi), insert the following new sub-paragraph: ''(via) a credit union;''.

Debate ensued.
