AUSTRALIAN BICENTENNIAL ROAD DEVELOPMENT TRUST FUND BILL 1982

Order of the Day read for the adjourned debate on the Question-That this Bill be now read a second time.

Senator Gietzelt moved an amendment, viz: At end of motion, add'', but the Senate: (a) recognises the special roads needs of the various regions of Australia and deplores the failure of the Government to make provision in the Bill for an equitable allocation of national roads funds between the States and the Northern Territory; and

(b) condemns the Government for its discriminatory decision to allocate an inadequate level of funds to local government bodies for local roads''.

Debate ensued.

Senator Haines moved an amendment to the proposed amendment, viz.: After paragraph (b) of the words proposed to be added, add: ''(c) is of the opinion that no grant should be made under the Australian Bicentennial Road Development Program unless the proposed project: (i) is subject to the procedures under the Environment Protection (Impact of Proposals) Act 1974 as if it were a Commonwealth project, and

(ii) makes provision for appropriate rest areas and for the enhancement of the adjacent landscape by the planting of trees and other vegetation''.
