STATES GRANTS (TERTIARY EDUCATION ASSISTANCE) AMENDMENT BILL 1982

Senator Macklin moved an amendment, viz: At end of motion, add '', but the Senate is of the opinion that it is inappropriate for the Government to threaten the cessation of funds to those institutions which have not presented acceptable proposals for amalgamation to the Minister by the end of this year, and that therefore the Bill should be amended to provide fixed funding levels for the institutions listed in Schedule 18, instead of leaving funds in the National Unallocated Grants to be distributed at the Minister's discretion''.

The Minister for Education (Senator Peter Baume), by leave, moved the following amendments together viz:

Page 14, clause 26, proposed sub-section 39A (1), lines 15 and 16, leave out '', whether or not specified in Schedule 18,''.

Page 14, clause 26, proposed sub-section 39A (1), lines 18 and 19, leave out ''a college of advanced education specified in Schedule 18 and situated in the same State as the first-mentioned institution'', insert ''a university or a college of advanced education situated in the same State as the first-mentioned institution, and at least one of those institutions is specified in Schedule 18' '.

Senator Ryan, by leave, moved the following amendments together, viz:

Page 14, clause 26, proposed sub-section 39A (1), after ''Schedule 18'', insert: ''and the Minister has been advised by that State that the first- mentioned institution has made an agreement with the second-mentioned institution for the undertaking of those teaching responsibilities,''.

Page 16, clause 26, after proposed sub-section 39A (4), insert the following new sub- section:

''(4A) Where a direction is not made under sub-section (1) in respect of an institution specified in Schedule 19, in relation to each institution specified in that Schedule, there is payable to the State in which the institution is situated, for the purposes of financial assistance in relation to the expenditure of the institution in respect of a year to which this Act applies, the amount specified in that Schedule in relation to that institution and to that year.''.

Page 44, Schedule 3, after proposed Schedule 18, add the following new Schedule:
