STANDING ORDER 406-PROPOSED PROCEDURE

Senator Missen, pursuant to notice, moved-That the Senate directs that, except in respect of second reading speeches introducing Bills, statements made by Senators when tabling reports, statements by Chairmen on behalf of Committees, and other speeches, explanations or statements where leave of the Senate is specifically given, the Presiding Officer in the Senate hereafter shall strictly enforce Standing Order 406 to ensure that no Senator shall read his speech, so that proper and effective debate will be maintained in this Chamber.

Debate ensued.

Senator Robertson moved an amendment, viz: Leave out all words after ''That'', insert ''the matter of reading of speeches and the application of Standing Order 406 be referred to the Standing Orders Committee''.

Debate ensued.

Question-That the words proposed to be left out be left out-put and negatived.

Amendment negatived accordingly.

Senator Gietzelt, by leave, moved a further amendment, viz: Leave out all words after ''That'', insert ''Standing Order 406 be deleted''.

Debate ensued.

Question-That the Question be now put-put and passed.
