APPROPRIATION BILL (NO. 3) 1981-82

Order of the Day read for the adjourned debate on the Question-That this Bill be now read a second time.

The Leader of the Opposition in the Senate (Senator Button) moved an amendment, viz: At end of motion, add '', but the Senate is of the opinion that: (a) current economic policies have utterly failed to achieve the Government's stated objectives;

(b) this Bill maintains these disastrous policies, which have depressed economic activity and living standards, increased unemployment, inflation, taxation and interest rates, and accentuated inequity and division in society; and

(c) a completely new economic strategy is required to prevent the Australian economy sliding into deeper recession, and to provide any hope of sustained economic recovery''.

Senator Siddons moved an amendment to the proposed amendment, viz: After paragraph (c) of the words proposed to be added, add the following paragraph: '' and (d) long term economic recovery in this country depends on- (i) an effective and just prices and incomes policy,

(ii) national indicative planning,

(iii) selective stimulation of the economy, and

(iv) the encouragement of industrial democracy and a recognition that industrial relations should be used as a valuable tool of economic management, rather than a blunt political weapon''.

Debate ensued.
