In the situation that Penny and I hadn't been married, would an authorised celebrant be able to say, 'No, we are not going to marry you'? Despite them being a civil celebrant and able to marry us according to the laws of the land, this celebrant would be able to refuse to marry Penny and me—just a yes or a no?
