Senator ROBERTS (Queensland) (19:08): Minister, isn't it true that there are many, many small contractors who are more efficient, who are trying to get into this field and who cannot because they are locked out of a monopoly controlled by the cartel, particularly by the CFMEU's lists? That is the first thing. The second thing is that a non-code-compliant company would be burdened by inefficiencies and rorting. So it would be preposterous that they could be the lowest bidder. This is about protecting workers, small businesses and taxpayers; therefore, we need to ignore what I perceive as Senator Cameron's perception that turns economics on its head.
