Senator MARSHALL (Victoria) (18:43): I agree, but I think it is probably tens of thousands. It does concern me that the department cannot offer that sort of advice. The whole thrust of this amendment is reducing the transition time to enable the agreements to become code compliant. One would have thought some analysis had in fact been done on whether it is even physically possible to have agreements transfer to code compliance in this space of time. If the department is able to find that information, that would help me. Can I ask then: what does the department predict is the amount of time taken from an agreement being reached, voted upon and lodged in the commission to a decision being made? How long will that take per agreement?
