That is why I think many companies are concerned about stability in the industry and about the capacity of the industry to deal with this change in such a short period. Minister, the day after the bill was passed you issued a press release—

Senator McKenzie: Who's scrambling?

Senator CAMERON: Sorry?

Senator McKenzie: I don't think the minister is scrambling. Do you need a hand with your papers?

Senator CAMERON: No, I am fine. Minister, you issued a press release which basically said that companies had until 2018 to become code compliant. What changed?
