Senator IAN CAMPBELL (Minister for the Environment and Heritage) (11:44 AM) —We are expecting to receive proposals from the states. We are expecting those proposals to be assessed under the commission's legislative responsibilities. I think the Prime Minister is giving a very clear indication—and I think Senator Brown would agree with this—that we will not just set up this bureaucracy and spend months and months, if not years, contemplating our bellybuttons. He wants projects to be commenced. That is the very clear indication. They will all be subject to the assessment processes and frameworks that are established under this legislation.
