Senator NETTLE (8:10 PM) —I am just a bit confused by the minister's answer because, if the letter adds nothing, why do we have it? The purpose of the letters is to clarify and make clear the position of the negotiated agreement between the two governments. We have the legislation, but clearly one of the two parties involved did not believe that it was adequate to deal with the issues. They have resolved further issues, and that has resulted in the exchange of letters that were tabled in parliament yesterday. I am confused by the minister's answer that they do not add anything, because that raises the question: why do we have them? I do not know if the minister wants to add anything more to that before I go on.
