Senator ALLISON (6:10 PM) —I have some questions to raise about this amendment. From what I can see, this amendment simply lifts some text out of the Diesel and Alternative Fuels Grants Scheme legislation and puts it into this bill. But I would like some indication of the implications of that. For instance, I note that in proposed subsection (5), which is to do with vehicle standards that must come into effect, we are talking about standards that came in on 1 January 2002—and 1 January 2003, for that matter—which would all appear to be retrospective. Did those standards come into effect on those dates? What is the purpose of now introducing them into the legislation?
