Senator GREIG (12:43 PM) —As I understood it, Senator Faulkner said in part that the experience of the prescribed authority could be relied upon in this case to determine whether or not an interpreter might be required. I would submit, Senator Faulkner, unless I misunderstood you, that really only the person being detained could be in a position to know whether they fully understood the situation they found themselves in. I have some difficulty in accepting the notion that the prescribed authority could determine that, given that the person before them would be, to all intents and purposes, a complete stranger.
