Senator LUNDY (1:09 PM) —I am tempted to respond to that. Senator Harris tries to imply that somehow this will deprive Telstra and Optus staff of their jobs. We are dealing with an amendment which is quite technical. It means that smaller carriers who would not otherwise be eligible to provide an IDP are not required, in preparation of becoming a carrier, to provide an industry development plan in advance of that process. This amendment is about reducing the red tape for the applications of smaller carriers for their carrier licences. We are not talking about doing away with jobs. I have a great deal of trouble in trying to reconcile Senator Harris's comments with the amendment before us.
