Senator ALSTON (Minister for Communications, Information Technology and the Arts) (1:00 PM) —I think I understood Senator Harris's point to be that he is not aware of anyone in the industry these days who sees much virtue in retaining IDPs. He is really citing Optus as a classic example. But I think he is also saying that you will find a lot of smaller players as well who hold the same view that these might have been relevant once upon a time, but who say: `Who is in favour of them now apart from those who earn a living out of bureaucracy?'
