Senator HARRADINE (7:07 PM) —I move amendment (8) on sheet 2751 revised 2:

(8) Clause 29, page 20 (lines 17 and 18), omit subclause (3), substitute:

(3) The database must be kept and made publicly available in electronic form, including being made available for inspection on the Internet.

There has been considerable reference to the COAG report and to the fact that COAG has been very concerned that the system should provide for public reporting of research involving embryos so as to improve transparency and accountability. The purpose of amendment (8) is just that. As mentioned, the bill gives the NHMRC Licensing Committee the discretion to make available to the public a database of licences in electronic form. This amendment that I have moved strengthens that provision by ensuring that the database is made available on the Internet for public inspection. It ensures that this occurs so that timely advice or information is provided to the public in accordance with the decisions of COAG.
