Senator PATTERSON (Minister for Health and Ageing) (6:50 PM) —I will quickly say that I have listened to the concerns raised by senators on these issues, and I am particularly aware that the AHEC Ethical guidelines on assisted reproductive technology are under revision and that the consultation draft will not be released until after the legislation is passed through parliament. I will not be opposing Senator Barnett's amendment (R2) to paragraph (b) of clause 8, on the definition of proper consent, which would make the revised ART guidelines be prescribed by the regulations for the purposes of this legislation. I will not be opposing Senator Barnett's amendment (R4) for the same reasons. These amendments will allow parliament the opportunity to scrutinise the regulations, and I hope that this will allay the concerns expressed by some senators during the debate.
