Senator MURPHY (11:15 PM) —I do not have a view one way or the other on Senator Barnett's amendment for prescribing a time. At the moment it seems to me that the licensing committee may not require reporting or monitoring at all. It says here that the conditions specified in the licence `may' include, and it goes on to refer to reporting, monitoring and information. All I was suggesting was that the `may include' should be changed to `will include'. I am not arguing a case for specifying any time, but rather that there ought to be a requirement to report or to monitor. That is all I am suggesting. That might solve a lot of problems.
