Senator HARRADINE (7:41 PM) —This amendment, which has been moved by Senator Brown on behalf of Senator Nettle, is dead in line with what COAG obviously wanted in terms of a requirement for transparency. If we cannot have transparency in institutions which receive federal, state or territory government funding, what institutions can we get that information from? Surely we are entitled to that. We need to know the commercial interests of those persons who make the applications. I cannot see why the minister would not accept this if the name of the game were to implement the intentions of COAG as outlined in the COAG agreement and the appendices thereto.
