Senator PATTERSON (Minister for Health and Ageing) (9:21 PM) —I indicate that I will be opposing Senator Harradine's amendments for two reasons: firstly, the regulation of human tissue is beyond the scope of the COAG decision and this legislation; and, secondly, all states and territories currently have legislation that already bans trading in human tissue. I know that Senator Harradine may not be satisfied with that and the existing legislation of the states and territories, but I do not think this is the appropriate forum to address that concern. I know that a number of jurisdictions are currently reviewing or intend to review their existing human tissue legislation, and they are the appropriate place for those issues to be covered.
