Senator TROETH (Parliamentary Secretary to the Minister for Agriculture, Fisheries and Forestry) (3:34 PM) — The government will not be supporting these amendments. We already have a rigorous system to test new plant varieties. All the available evidence indicates that the current scrutiny of the work of accredited qualified persons by two independent groups works well. The current scheme is consistent with other professional advice systems, including patent attorneys, and the PBR Act includes severe penalties, including imprisonment, for deliberately supplying false or misleading information, so we simply do not see the need for these amendments.
