Senator HOGG (9:37 AM) —I raised with the minister the question of a penalty for those who intentionally place—and I want to come to back to that in a moment—the human embryo clone in the body but that there seems to be no offence committed by the person who receives it. It seems to me that it would be quite a deliberate act on the part of the person receiving it. There would have to be complicity on the part of the person receiving it. It is not something that would be just a one-off, unfortunate incident that took place. Minister, the bill seems to be deficient in that area. Could you respond to me on that, please.
