Senator HARRADINE (9:11 PM) —Yes, Mr Chairman, I am perfectly well aware of that. Are all of the powers mentioned, or why weren't they? That is the point and that is the question that I will leave you with, as long as you can absolutely assure the chamber that there is no way that this bill will be ineffectual because of the limited number of powers relied upon in clause 4 of the legislation. If you say yes, then, for the record, let us hear it so that if there is any legal challenge in respect of a matter that everybody is agreed upon around the chamber then so be it. That will be a decision made by you.
