Senator McLUCAS (6:35 PM) —Minister, I do not know whether you have actually answered the question. It goes to the issue of the principles that will identify that upper limit to the number of days. It is fair to say that we first have to have an agreement about the number of days that we can have in the fishery. Once we have established that that is the sustainable activity that can continue to operate, then we have to look at the issue of reallocation and that has to happen within that total number of days that we—the scientists, the fishers, everyone— will agree is a sustainable effort.
