Senator MURRAY (10:21 AM) —As I said before, I am not firing on all cylinders today, but my remark really was in response to Senator Collins's remark. Sometimes you learn in this place that you should not do that. Senator Collins said that I had almost picked up the government amendment in toto and just amended, I think, clause 4. I indicated that I had actually carried on the language we had used elsewhere in here. For instance, the government's language did not include the phrase `no reasonable prospect of success'. That is really what I meant to say to Senator Collins.
