Senator ELLISON (Special Minister of State) (5:18 PM) —I have not seen it. I have read a great deal about it and I have seen some excerpts, but I have not seen that document. I am not about to confirm whether anything is a cabinet document. That is a matter which is cabinet-in-confidence. That has been the practice—it is a standard principle in relation to the operation of government—of this government and of governments since time immemorial before this one. I think it is a well-established practice which I am not about to break.

I move request for amendment:

(1) Schedule 1, item 3, page 3 (lines 14 and 15), omit paragraphs (l) and (m), substitute:

(l) in the case of the year 2000—$3,417,075,000; and

(m) in the case of the year 2001—$3,351,623,000.
