Senator Robert Ray asked the Minister representing the Prime Minister, upon notice, on 1 December 1998:

(1) Has the Melbourne-based public relations firm Corporate Kudos been engaged by the department; if so, what project have they been contracted to carry out for the department.

(2) What is the estimated cost and duration of the project.

(3) What process was used to select Corporate Kudos for this project.

Senator Hill (Environment and Heritage) —The Prime Minister has provided the following answer to the honourable senator's question:

I am advised that:

(1) Corporate Kudos has been contracted by my department to provide public relations expertise in relation to a community awareness campaign to promote and publicise the Australian Honours system.

(2) The budget for the campaign is $900,000 over the three financial years: 1997/98, 1998/99 and 1999/2000. The amount paid to Corporate Kudos will depend on the services actually provided during the campaign.

(3) Proposals were sought from six public relations firms, selected in conjunction with the former Office of Government Information and Advertising (OGIA). The proposals were evaluated by an assessment panel comprising representatives from my department, Government House and OGIA. Two firms were shortlisted for evaluation by the Ministerial Council on Government Communication. Corporate Kudos was selected as the preferred consultant.
