Debate resumed from 13 May, on motion by Senator Newman:

That this bill be now read a second time.

The PRESIDENT —I call Senator Schacht.

Senator Robert Ray —Madam President, can I raise a point of order before Senator Schacht begins? Could you reiterate to the chamber what the conditions are in regard to pecuniary interests in the Telstra bill? You did let us know once before, but I thought you might like to inform the chamber again before we started.

The PRESIDENT —If anyone has any interest in this bill, any shares in Telstra, they may care to disclose them, but I would think they would all be disclosed on the register. This is still a matter that needs to be disclosed in the chamber and that is done when a senator speaks for the first time on the bill or when the vote is taken. I call Senator Schacht.
