Senator COLLINS (Minister for Primary Industries and Energy) (7.12 p.m.) —I will conclude the adjournment debate tonight by thanking Senator Kemp for his helpful contribution to the debate because it has clarified the situation. I have spent many adjournments in here as duty minister, as senators who are in here now know. Senator Kemp's contribution has illustrated the impeccable behaviour of the Australian Democrats in this regard. I have never known them to vary from it. I do thank Senator Kemp for his response. He has indicated what actually happened. He indicated that the Democrats, as usual, have checked with both the opposition and the government.

  I say to Senator Panizza with the greatest respect that the abuse was heaped on the Democrats, not on his colleagues. I thank Senator Kemp for jumping in. I suggest to Senator Panizza that the internal arrangements on the coalition side as to how these documents are approved is a matter for opposition senators to work out in private, rather than heaping abuse on the Democrats when they have, in fact, complied as they always do with the conventions of this chamber.
