Senator COLLINS (Minister for Primary Industries and Energy) —by leave—I am simply explaining why we will be voting against this motion. It is not because we necessarily may be opposed to it; it is because I have an obligation—as every minister representing another portfolio has—to at least consult the portfolio minister as to whether he would agree or disagree. I am simply saying to the Senate: do not misconstrue the vote this morning. I am not voting against it—and we will be voting against it when it is formally moved—on the grounds that we necessarily object to it; it is simply because I have not had time, having just discovered it and it having been done only in the last minute or so, to make a reference to the responsible minister, which I will do. Go ahead with the vote.
